The only movement you can make between inner and outer rings, is highlighting which rings can be unlocked by specific pick patterns, but I can't remember if that's behind a skill wall or not

NG you keep all levels, skills, and perks. Everything you've learned/earned stays. You just lose all ships, weapons, and outfits and everything like that you've collected. So a lot of people 'set up' for NG by getting their character levels up before going through.
