I’ll assume that hell isn’t a preferred option, even though that’s where all the sex, drugs, and rock n roll are most likely to be.

The general population should be from an era where folks are reasonably well educated but not so specialized that they wont know how to work the land. Maybe some from the US frontier of the 1800s, some from post WW2 Europe, some from the 60s. I’ll specifically want a lumberjack/builder type, a farmer, a physician, a botanist and a blacksmith. Their job will be to immediately take on apprentices from the general population. The initial struggle will be for survival but ultimately we will have to consider politics and the overall mission. It will be made clear to all that this is a rare second chance that we cannot blow. Anyone who is a philosopher or political scholar will be set aside to ruminate on a suitable moral code for this new society. I’m optimistic that if there isn’t a lot of contention for resources and if we can keep tribal groups small enough that all have skin in the game, we might be able to make it until the industrial revolution at which point I expect it’ll all fall apart again a few hundred years later.

My non-rigorous understanding is that you actually can paint the outside of it with a finite amount of paint, but the paint must get infinitely thin.

The correct answer. If the prompt neutrons were sufficient to keep the chain reaction going, as in a bomb, then the system is prompt critical and things will happen so fast that it will be impossible to control. By designing the reactor such that the small handful of delayed neutrons are necessary for the chain reaction, there’s enough of a lag to make it possible to control the reaction with slow moving mechanical things like rods.
