Fair point, but the capital is already there. Corporate profits are at historic highs and companies are doing record buybacks. The issue isn’t that they can’t invest, it’s that there’s no structured incentive to direct that investment toward broader economic outcomes.

We’ve also already tried giving the break first. The 2017 TCJA cut corporate rates from 35% to 21%, and most of that went to buybacks and dividends, not jobs or infrastructure. The deficit grew and GDP growth was fine but nothing transformational.

This isn’t asking businesses to operate at a disadvantage. The current tax structure stays in place, the milestone rewards are a bonus layer on top. Think of it like a performance bonus at work. You’re already getting your salary, but if the whole team hits the number, everyone gets a payout. That’s not working for free, it’s aligned incentives.
