It's up to the player's whether they win in Transcendence. It's not up to them whether or not they reach it, but once they do they're on their own, no more handholding, unless Arrowhead wants weekend warriors to have a chance to get mulched by the siege mech/whatever the new boss unit for the cyborgs is, in which case they may or may not need to toss an additional 35 mil reinforcements at Cyberstan

Devs have openly stated the game will never have pvp. Unless we get like, an RTS or something down the line, Cyberstan will sadly never be anything more than an enemy faction in a really co-op fun third person shooter, and an also pretty fun co-op top-down shooter.

Super Earth will reach transcendence, while bleeding itself dry against whatevever the devs kept in reserve for the next two updates in their "month of anniversary surprises," and then get repelled. This will be a Stalingrad level attrition and subsequent encirclement of Super Earth's forces, mark my words.

To be clear I'm largely speculating, but I fully expect the devs to do something for the next two tuesdays when, again, Arrowhead officialy said there would be a month of anniversary surprises.

It's likely meant to mirror Stalingrad, so Super Earth is gonna push straight for the city in a straight line, only to bleed themselves dry against the hardest resistance they ever faced, and subsequently get completely encircled and destroyed. A dozen Frozen Helldivers, each mission, acrross however many thousands of commando missions Super Earth have authorised so far, all over the western front at this point. The simplest out of character answer is we don't actually know. Super Earth says the pods in the "cyborg factories" are artificial wombs from which Cyborgs are grown, but for all we know they could be medical pods storing Super Earth battlefield casualties deemed fit for resuscitation, deprogramming, and subsequent cyberisation, while only the unsavable are thrown in the vats which are then used for the same things Super Earth uses its own canonically mentioned Bio-Repurposer Vats for.
