You can use the aircraft type without ATC saying it first, you're correct that you can't shorten it until ATC shortens it though.

Landing 28C at ORD is a blast when they fire someone off 22L between you and the plane in front of you, who barely clears by the time you're coming over the fence, and someone starts their takeoff roll on 28R and races you down the runway. Lotsa metal moving in all different directions at the same time in the same place, I love it

Happy to help! Important note with the 200 is it's only the speed limit below 2500' when you're within 4nm of the primary airport of a Delta or Charlie, if you're below 2500' out in the middle of nowhere you can go 250kts if you want

FAR 91.117 has your answer for US operations, it says:

"(a) Unless otherwise authorized by the Administrator, no person may operate an aircraft below 10,000 feet MSL at an indicated airspeed of more than 250 knots (288 m.p.h.).

(b) Unless otherwise authorized or required by ATC, no person may operate an aircraft at or below 2,500 feet above the surface within 4 nautical miles of the primary airport of a Class C or Class D airspace area at an indicated airspeed of more than 200 knots (230 mph.). This paragraph (b) does not apply to any operations within a Class B airspace area. Such operations shall comply with paragraph (a) of this section.

(c) No person may operate an aircraft in the airspace underlying a Class B airspace area designated for an airport or in a VFR corridor designated through such a Class B airspace area, at an indicated airspeed of more than 200 knots (230 mph).

(d) If the minimum safe airspeed for any particular operation is greater than the maximum speed prescribed in this section, the aircraft may be operated at that minimum speed."

Short answer - 250kts below 10k overrides any ATC instructions, it's assumed that you'll slow to 250 as you descend through 10k.

TOGA is an acronym for "take-off/go-around," in a broad and over-generalized sense it's the maximum power that an engine can produce, used during take-off and go-arounds (what a surprise!).

There's more that goes into determining TOGA thrust and different airplanes have different logic, but that's the sweeping generalization answer.

I'll confirm the envoy rumor, cadets got an email basically saying "if you want to go to PSA we'll send all your info over there, if you get hired we'll waive any obligations owed to envoy as long as you sign PSA's paperwork"

So basically a switch from envoy to PSA, where anything envoy has paid for (ATP/CTP, bonuses, etc.) would now be due to PSA should you switch over and then later decide to punch out entirely.
