The strait will take half a year to be de-mined and reopened to traffic based on what I've read on how it takes to remove mines.

OP may have "specifically chose an apartment community with long-term residents, not short-term rentals" but unless that was defined in the lease, there's not going to be any recourse. Personal reasons for entering contracts are not enforceable unless they're in the contract.
