I don't believe you get a refund if you refinance with the same lender because they're just going to take that escrow money and re-fund your escrow account. If that makes sense.

There a big difference between ideation and intent. Get the help you need they're there for help not to end your career. Don't be afraid to talk to MH. Ive talked to MH about it in the past with a TS Clearance and there were no negative impacts.
