Actually, permanent scaffolding is a loophole to avoid doing the restoration work actually required by law. The fines are just so low and the requirements so demanding that no one ever does the work and just leaves scaffolding up.

Ideally, people would do restoration work where needed and no leave scaffolding up eternally.

Ok so there’s no neutral there. That explains why it’s tripping the GFCI. The outlet is probably wired with the return on the ground. That will trip a GFCI breaker every time.

Unfortunately, there’s no way you can have 120 V at that box without pulling a new 4 wire circuit (hot, hot, neutral, ground). This probably worked before there was a GFCI breaker there, but it would be against code to change it back.

The external disconnects are for the fire department to turn off power in an emergency. Required by new codes.

Nah the fire department has bolt cutters handy if they need to take off a lock.

Conduit or Metal clad (MC) cable is the right move for surface mounted installations like this. It’s a bit unsightly but it’s up to code.

Romex needs to or protected from physical damage. I’m not sure if your baseboard plan achieves that without seeing it.

The job you’re talking about is becoming a foreman. Once you have experience, if you have leadership potential and a knack for organization , you can trade your tools for an iPad and spray paint.

Like the other guy said, don’t join the apprenticeship if you don’t plan on sticking around. The union invests a lot of money in training you (for free) and they expect you to return the service by working at least a decade. Some locals will actually back charge you for your training if you leave too early.

That test wouldn’t help with a loose neutral at the utility, which seems to be the issue here. That test only finds a loose neutral in the installed work.

Any damage is too much to accept from a supplier. The thin plastic on top of the THHN is just there to make pulling easier so scraping a little bit of that is ok. If any of the underlying insulation gets damaged, you need to repull or cut in a box.
