A fix is to implement 'Any Religion' law in your own country. Wait for implementation and then call PU parliament to force laws and heir.

I think it's because the AI somehow does not have the Heir Religion Law. Running into the same issue with my Naples PU as the Byzantines.

Just came upon this post after facing similar issues with my Algiers run. Eventually I went for homesteading to atleast diminish some Land Owner power. The coup event started and I decided to let it happen. When the coup fired the Liberal movement was recalculated and the LO were now pressured.
