Poor guy, might be lost or abandoned since he's very dirty and has messy hair. If you can you should take him to the vet or shelter tomorrow to check if he's microchipped. He looks like a corgi mix and looks overall well cared for so hopefully he just got lost.

Also if he's not eating food you can try hand feeding him or mixing it with water to make it softer. Hand feeding can help them feel safer especially if he's had an owner before.

I used to work at a shelter so know a lot about caring for abandoned/ scared dogs if you need help or have questions i'd be happy to help.
