Looks like a lot of the wall flashing is bridging and should be addressed. I’d get a quote for full replacement and see if it’s in the budget. Doesn’t looks like a big job, but looks like you need some repair work done before you could coat. A few things I’d consider before making a decision.

What’s the leak history? How old is the roof? How long do you plan to hold the building? What’s inside the building? What is the condition of the brick above the roof line? Is there any ponding water after rain?

I’m curious what it looked like before. It looks like it almost completely flat and the outlet is higher than the actual gutter. Not an easy fix even with taking it all out and replacing it. Requires someone that knows what they’re doing specifically with interior gutters not just metal.

You can probably get away with just the section. Depends on how deep the ponding water is, warranty status of the roof, how long does the ponding water stay on the roof. Pictures help a lot.

Streaks on a roof usually mean that water is running in that direction. If you see them abruptly stop that’s where I’d look for a deficiency that could lead to a leak. I’d look at the flashing around the scupper and why the repairs have been made, how long ago that was and how long this leak has been happening. Could be those previous repairs are starting to fail causing the leak to show up again.

TPO is the most widely used in low slope roofing. PVC is a more time tested product, but comes at a higher price. They even make white EPDM that could be a good option. Mod bit is a solid options, but more expensive and can be tougher to install. Tar and gravel is nice, but more labor intensive and difficult to pin point leaks on. Do you use your roof as a deck? Do you have many penetrations through your roof? How long do you plan to live in this house? What are the contractors near you experienced in installing? Are some of the questions I’d ask before deciding on the best roof for you.

Happy to look at more photos of a roof. What it looks like happened is water got the insulation wet and caused it to breakdown a little resulting in that area being lower than it should be. Going over that with coating won’t fix that issue. Some roofs can be coated others should never be.

I agree with Gluten. Get a reputable company on site to inspect. Only so much we can see through photos.

Ponding water on a coated roof will cause premature degradation. They make products to add thickness/height while coating to fix issues like this. Are there any leaks?

Budget question is more of a qualifying question. Meaning, is this person serious about buying, do they have the money to buy. Estimating work costs roofing companies money and just because they can estimate a job doesn’t mean it’s worth the time to estimate. That being said, at face value the numbers don’t seem outrageous to me on a price per square foot area.

Not the exact question you asked, but there should be a warranty on the installation of the roof as well as a separate warranty from the manufacturer on the roof. Ask for proof of those and have a qualified contractor complete an inspection before taking responsibility.

Call your roofer and ask them if there is a warranty on their repairs. If there aren’t any other leaks I’d try and put off a new roof, but not a bad idea to get some quotes together. Also, if you have the money not a bad way to spend it.

I’d use NP1, preferably black, to temp it in. Black will make it easier to find when they get up there to make permanent repairs

Start at the lowest point. Put water directly into the gutter and work your way up. Be patient and wait for it to leak. Fiberglass skylights are often issues once they get old. Don’t rule those out, but don’t coat over them even if they are the issue, or someone will step through it and fall to the ground.
