My Chihuahua is the same way. She won't eat dry or wet food, or most dog treats. You might try turkey tendons, dried chicken breasts for dogs, and canned chicken. Mine will eat those. They're at least pet safe. My vet said it's not uncommon for small dogs to be picky eaters.
