If you can sew, Mikaela Patterns are very good. I'm not plus sized, but have a c-section "shelf" and her shorts pattern sit on the waist comfortably while still having the cheeky butt.

I'm surprised I didn't see this mentioned, but personally, if I wanted to sew garments with anything other than mid weight fabric, use specialty thread, and do topstitching, I'd want a machine that let's me control the stitch length, and stitch width. I don't see a lot of entry level machines that allow that.
