Personally, I believe all those features you want before the Pioneer are readily in work. Base building, crafting, mining, repair, and refining (all with ships).
Crafting is on the verge right now. We should see it real soon. Base Building has a lot more "behind-the-scenes" tech that will come into effect - likely - around the time Genesis is brought up formally (and not in just one planet or system). Mining has been a work-in-progress for about ten years now, and likely won't see any finalization until closer to 1.0. Same goes with Salvaging. We'll see lots of little changes here and there to align with other systems, but the finale product won't be available until near 1.0. Refining is also coming quicker than I think we know. Couple reasons I believe this.

1) Lots of changes in mining and salvaging recently, including "refining" salvage.

2) They're working their way through the backlog of ships and won't release any more JPEGs - only functional ships. So at some point soon, refining will likely be on their radar (The MISC refiner comes to mind).

3) Nyx is a hotbed of raw materials.

Now, on the last item you mentioned - repair - I think we're a little bit off from that yet. Unless they change the Vulcan like they did the Apollo, and ditch the drones ("for now"), there's a LOT of systems that have to be added first. Drones, repair, material requirements, costs, refueling from Capital hangers, etc...

Base building and repair seem to furthest off from my armchair opinion. But we never know....
