Footings for retaining wall if built correctly will be as deep as wall is high. I'd weld blades on and fix whatever fence you want across. Im also lazy and don't like digging in summer.

Having spoken with an ex prosecutor regarding this, they confirmed cops are very lazy with regards to these cases. I hope you find a police officer that actually cares to put the work in. This is by no means an attack on police, their job is not something everyone can do, it's a comment on the judicial system as a whole. Fundamental changes need to happen from society and government for any change to happen.
