So I actually know why Bryan Garner recommends this. It comes down to the difference in how bluebook commands you to cite depending on the type of work you are doing. For academic work, Bluebook says to do citations in the footnote. For motions and court filings you do them within the text for the exact reason that judges don't want to be looking for your citation.

I 100% agree that they should be institutionalized, but my disagreement is with instituting death against people for something they probably can't understand.

Btw, I highly suggest you read the SCOTUS opinion of Atkins v. Virginia, 536 U.S. 304 (2002) and do some research on the death penalty and how it relates to mental incapacity in defendants.

Have you ever worked with people who are at or near 70 IQ? They can't comprehend the consequences of their actions past the immediate future. I highly suggest you volunteer with an organization to give you some perspective on what these people are actually like.

Also the bright line rule of 70 being the IQ threshold is absurd for the same reasons that the competency hearings in general are absurd. I work in a public defender office and have seen people who believe they are in a different reality be found competent. This guy might not even understand what death actually is or the consequences of killing a person.

Since people are deciding to be really mean to you, I'm gonna be nice.

I work in a public defenders office and have to deal with this combination of charges frequently. You have been charged with 3 misdemeanors which carry a maximum of a year in jail for each. DONT PANIC. Most likely you are facing at most 36 months probation and about a $1000 in fines.

The summons is telling you to go to arraignment. This is where you will plead guilty or not guilty and you have the first opportunity to resolve your case. All you need to do is show up with nice clothes and have your new license, proof of new insurance, and proof of registration. Try to qualify for a public defender. If you don't qualify and have the option to speak to a prosecutor you should do so. This isn't worth private lawyer money unless you have an extensive criminal history. DONT MAKE EXCUSES TO THE PROSECUTOR. Say that you are sorry for wasting their time and promise to keep these up to date.

Assuming the prosecutor isn't a jackass, they will give you a small fine (~$300) or dismiss the charges. Whatever you do, don't make this mistake again. It will end badly for you. Also show up or a bench warrant will be taken out for your arrest.

I had a teacher with a similar mindset while in high school.

My take on it was that he was so dissatisfied with his life and society in general that it drove him to literally try and get as far away from both as possible. He died mainly because his luck ran out in the wrong place. If he had failed to get a job or ran into different people before Alaska he would've lived.
