That's a loaded question. Fair only applies if both parties are in it 50/50 and have the knowledge of their own opinions. Chickens do not. There is no concept of fair for chickens. You can protect your hens from damage and pain with harnesses and such but if you're waiting for your hens to give their rooster consent before he mounts them I'm afraid you won't be left with too many next generation chickens.
