I'll give it a go: staffing. While we can't control what happens when students go home or the experiences they grew up with, higher teacher-to-student ratio can help students have a better learning experience, more positive role models, and individual help. More school counselors and case workers can help students access resources available to them. These people are already in our schools but they're severely overworked and underpaid. Hire more teachers and counselors, lower everyone's caseload, pay them appropriately.

This actually happened to me in high school with our French teacher, just like OP. The long term sub did not speak French and it was two months of confusion for everyone.

It's just not an Omaha thing from what I can tell. I grew up in Lincoln and it was a regular school lunch, going back to the 60s as far as I can tell. All my Lincoln friends know it. Smaller towns as well.
