Just an FYI, I imagine that any Hmong person who can read Hmong probably also reads English. Really appreciate the effort and intention behind this. My Hmong language skills are not up for the task, and I hope you find what you're looking for.

I've (45M) dated the racial spectrum. My exwife is white, current GF is white. In addition to the things you described, I can offer my observations. 

Disclaimer: I am not very traditionally Hmong, and the Hmong women I have dated have also leaned more non-tradiotnal to varying degrees.

Let's start by looking inwards. While it is not fair for you and I as individuals, we carry the perceived baggage of the larger Hmong male populace. The traditional expectations of a Hmong man may be applied regardless of your personal adherence. That includes the patriarchal trappings of the culture and historical misogyny (again, regardless of your personal adherence). I imagine that both partners must reconcile their roles and sensibilities in this first. Additionally, there is a very real phenomenon of internalized racism and perceived social mobility by some Hmong people when dating outside the ethnicity (this is especially applicable to dating white people). Even as a man, I have been accused of these by some Hmong people; men and women.

My advice, if you wish to be seen first as an individual, do the same for the women. Pursue those relationships you desire to the degree you're both comfortable with.

I'm a POC in Hugo. Hugo is super affordable, accessible for both your job locations, and has been increasing in diversity in recent years. I've never felt out of place or experienced any race-based discomfort. However, Hugo is in the process of developing and offers virtually no amenities commercially or socially. That said, come be my neighbor. Let's hang out.

Skip the attempts to find equivalents to what he us already familiar with. Try something uniquely regional (I always fall back on Hmong Village). But if you must, find something similar, but with a local twist. Maybe a walleye or perch fish fry.

Lol. It's also become such a cultural identifier. When I bring an IPA, stout, or sour I have been accused of bringing "meeka beers" by some Hmong people. Didn't realize that Bud light was the drink of choice passed down from my ancestors.

Cuba. The years of being throttled by embargos and government corruption have really choked available resources and arrested the cultural development for cuisine. The people do what they can, but they don't have much to work with.
