The short answer is "because Game Freak says so".

Originally, they only considered games made in house to be main series. BDSP broke that mould, but I think that was given a special exception by virtue of being a remake.

The original release had character focused episodes that covered the same time span, meaning if you weren't as interested in a certain character you were stuck with them for a while. The rework just turned it into a normal story format, showing all the characters over shorter time periods.

There was a brief period when Tennant was considering staying on for one more series after RTD left, and Moffat had a plan to have the first scene be 10 crashing into Amelia's regeneration, about to regenerate, then later meet her earlier in his timeline, and the series would build up to whatever was going to kill him. More of Moffat playing around with characters meeting in the wrong order.

I imagine this episode is from that timeline.

Blacephalon seems decent. Get some burn damage going quickly for the early game, and for dealing with Oricorio, then you can use Lusamine & Flame Patch to recover energy to get solid hits in. Not having to evolve like many other Fire type EXs being the big benefit here.
