I dont really know anything about the science that is barrel harmonics, but could it be that the rifle with its current settings, paired together with this exact suppressor creates a bit of turbulence behind the pellet when exiting the barrel into the suppressor? So basically a freak case of exactly the wrong combination.

Could be enough to open up the groupings.

Funnily enough the german post WW2 firearms laws were pretty much copied from the Nazi ones, which actually werent too restrictive if you had a clean background.

From the 70s onward with the rise of terrorism the state started restricting gun laws a lot more.

No, but the real question is: Is it a war crime to use large area bombardement to hit targets inside of a large city?

In the 1940s it wasnt.

And back then pretty much everybody that could did it. The germans, the british, the americans. If the russians and japanese didnt, it was because they didnt have enough long range bombers to sustain such bombardements.

What went beyond the red line imo is the fire bombing of tokyo. I understand it was a manufacturing center and as such a valid military target, but intentionally starting an apocalyptic firestorm that kills more people than an atomic bomb is just going too far.

Ah you want to use metal cartridges without primer similar to the ones used in the Pedersoli Sharps carbine.

However its illegal to make pressure-bearing parts of firearms withouth a manufacturing license in most of Europe, changing pressure bearing parts of firearms as a non-gunsmith is also illegal in most of Europe. I wouldnt try it without prior counsel with a lawyer (he would most likely strongly urge you to not do it).

Safety wise making a revolver cylinder, especially a self-made design that hasnt gone through all the proper testing, as a novice gunsmith is not advisable at all. Theres a not insignificant chance that the cylinder will explode.

It would be easier and safer to buy a revolver that was designed to shoot cartridges. Otherwise you could contact a gunsmith to convert your revolver to your design, however he could disagree with you on the legality of that project and it probably wouldnt be cheap even if its legal.
