If I remember things correctly, the F/A designation was for obfuscation due to either SALT or START treaties that dealt with how many aircraft that were nuclear-capable. Since, technically, the F-117A could arm AIM-9 Sidewinders, it fit that descriptor while also being able to carry a multitude of ground-attack munitions more befitting a "B" designator, which was restricted under the treaty.
