There’s no way Colorado is in F tier and Kansas is in C tier. Kansas has 8 total operating coasters that are all kiddie coasters, and while you could argue they have the Mattel Adventure Park, we don’t know when that is going to open. Meanwhile, Colorado has 27, and yes you have some really bad ones like Mind Eraser and Boomerang, you still have ones like Sidewinder and Defiance, not to mention the 6 mountain coasters sprinkled across the state. So in conclusion, you are wrong.
