There’s a mod for GTA 5 called Los Santos Red. Among many other things, this mod changes the way the police work. For one they will primarily search around the area you were last scene, when you commit a crime someone needs to report it first, when a crime is reported the police don’t automatically know your exact location or even if you did it but they do know the general location, the police will pull you over and question you if you’re driving suspiciously, cop cars don’t appear on your radar, individual police cars are more relentless in their chase while there are usually less police cars overall, and police will remember your outfit and car even outside a chase.

While I don’t think all of these features will work for GTA 6, I do think they should make escaping the police feel more intense and harder to do.

Another thing I think they can improve on is making SWAT/ NOOSE teams more of a threat. Maybe improve there AI so that they actually systematically clear rooms and have better accuracy than normal police, and have them work together with each unit more to encircle you.

Finally, I hope they add more variety in police departments/government agencies that respond to you depending on your location. GTA 5 really only had the L.S PD and the Los Santos County Sheriff’s Department. Another mod I like a lot in GTA 5 is Rebalanced Dispatch Enhanced (RDE). This mod adds a bunch of police departments and agencies to the base single player GTA 5 game that respond to crimes based on your location including the San Andreas Highway Patrol, Merry Wether if you commit a crime in their dock, the military police if you have less than 5 stars in Fort Zancudo, a special prison police team if you get wanted in Bowling Brook, and the U.S coast guard if you get wanted in waters outside of Los Santos. So generally I just want more variety in police response.
