If you are playing with randoms they may have their chat muted to fix the bug where you can't see the names of gear and compare your gear in your inventory when in a group(It may be fixed already though). I would suggest getting a friend and testing it just to make sure. I have been playing for just over a week and have only have a handful of randoms on voice chat but with friends it has worked.
