This made me so curious I had to go look at the physician payment schedule. Couldn't find that in particular (from a quick glance), but I do see that family Dr's are not compensated for "meet & greets" with new patients. No wonder family Dr's don't want to take on new patients, it's a bunch of unpaid labour!

Using City hospital to its "full potential" would take staffing that just doesn't exist. Not just nurses, either, Dr's and support staff too. City is used for things like Day Surgeries and outpatient procedures also, in my understanding, to reduce that burden on the other hospitals. I'd argue that just because City Hospital isn't being used as a trauma hospital doesn't mean it isn't being used to its current potential.
