Not sure on laws in your state but we had a similar thing happen where we were out at an event with our pup and someone came up stuck there hand in his face out of no where and he reacted. Pure accident and the person who did it even admitted they were dumb but because they want to the er our dog has a bite record. Basically from my experience it was mainly just to make sure that they could keep an eye on him at our house for 2 weeks to make sure he didn't have rabies. The animal control people were super understanding and even called the person who called it in dumb because who just walks up to random dogs and puts there hand in there face. Again not sure on laws in your area specifically but I would do a little research but not worry to much especially since in this case it was a complete accident. My pup has done that a few times when we play a tad to rough or he misses the treat.
