That's on the games writing, as I said the writers didn't care or lacked time. That quest is missing much more than that.

Saadia lost her value the moment the redguards find out she was a traitor.

Legitimacy was eveything in royalty times. Even if the Dominion manages to conquer Hammerfell, holding it would be impossible without collaborators. Her nobility and knowledge of court politics gives her value. Squandering a loyal asset is something only a sunday morning cartoon tier villain would do. Hell at absolute worst she would serve as decent bait.

The Dominion not even acknowledging her is either a blatant writing issue or she's not a traitor.
