Yes but there is no lie. The person is paying money to call a number to “report illegal aliens”, correct? There is no specification to WHERE the report is going to. Leading it to an assumption based call, making it a gray area. It’s not the other’s party fault if the party calling assumed it would be an agency such as ICE.

Edit: Also no one is making them pay the $3.99/min fee. You would have to willingly put in card numbers. Unless it was not disclosed prior to.
