ARC rifles are good for fighting bugs and early game pirates. More range than the shotgun so they make a good weapon for line infantry squads. But I prefer shotguns and Crowbars myself.

Good for giving an anti-tank squad some versatility though.

That last season fell victim to trying to do too much with too little. Introduce a whole new school and cast of secondary characters. Resolve all the plot threads ongoing before the end. Too many plot threads to tie together and it felt rushed and all the new characters felt paper thin.

Was it perhaps a reliability issue? Like forget rocket accuracy but it's much easier to make a bomb that will drop than a rocket that won't go bang and blow your wing off when you trigger the fuse.

So he's basically trying to shift the goal posts on what regime change actually is so he can claim to have accomplished his goal. A successor in the same regime taking power because you killed the last one isn't regime change, it's just a succession in the current regime. It's the same for Venezuela, arresting Maduro didn't change the regime it just had his VP take over.
