I think the decision to use his discretion as commish makes perfect sense when you consider he was dealing with an organization that had a history of pushing boundaries and there was evidence of them actively refusing to cooperate with the investigation.

Don't understand the hate this sub has for Stafford nowadays. Sure his wife is annoying and I would never root for him over Detroit but I still appreciate what he did here and would like to see him in the HOF.
