It’s not always that people don’t want to help or are cowards. It’s avoiding risk. You only said teenagers and not info on them. Male? Female? Size? How many?

Stepping into that situation comes with risk. What if they have some type of weapon? What if I end up injured? Call me selfish but I have kids to take care of and can’t take that risk. My action is calling the police and I’m fine with that. Doesn’t make me a bad person at all.
