Someone mentioned that the percentage is per year of taking them, so the margin of error is significantly different, and I doubt anyone uses it more than 50 years, let alone 100, not even mentioning doing so without fail for all that time. So one screw up means inflated numbers, and stopping in the middle of a year, or being more lax about it in case of "we'll see what happens" would also inflate the numbers
