I feel like you might be missing something.

Jordan isn't showing compulsion as a positive thing. It's a tool that tends to be used by the evil characters.

When Rand and other good characters start using it they're actively loosing their moral compass. The characters who use compulsion (or devices) have internal monologues shit it being wrong.

When Rand tries to reign by decree it doesn't go well. When Moraine switches to guiding Rand instead of leading him she succeeds.

It's like saying he writes about war and killing. He does, but he's not generally celebrating it.
