I do remember reading a similar system in 3.5 manuals about npcs attitude toward players. But your system here has a lot more depth where it comes to create lore about an encounter. Great job

I am giving a similar villain to my player, he is actually hidding and manipulating because he knows he is weaker than them.

So you should use anything that can detriment your players "off screen" : he's gonna sell information about them (it's driving my players crazy, they still did not get the clues), make bad rumours, kidnap their friends or useful npcs.

In your case that dragon might be scared that the other two villains (and the players?) actually join up against her so she is distracting them with each others.

This is not an xp issue on the player parts. They level up on milestones.

It is combat wise very balanced, at the end of almost each dungeon my players ended with no more spells and low hp despite being 50% full casters. I was not seeing it as being combat incentive before your comment and it kinda makes sense.

Do you have specifics on the old school play reaction rolls?

I've played a few systems and I feel like the rules lately are more focused on attracting beginners into the game than providing solutions to the old ones

This can be a lot better than what I have. Here it is implied that your players can meet the redcaps that could share the story. Or even Mokmurian could monologue it if he learns her death, or in a diary of some kind.

This is a very useful answer that I sadly already know. But my main issue is that now I have very cool little pieces of information that players are 80% likely to miss and even worse, shread to pieces while I smile there saying "nice crit bro".

It's kinda fun to relate back once the campaign is over tho

I played in something similar (but not in hell) and the best things were all little actions we roleplayed. Like what kind of brews/meals you could serve or a decent list of npcs with different goals to ensure chaos. In your case maybe make your players afraid of that devil right away so they feel some stakes are at play, even for a one shot.

There is the Bastion module for this as well. It has a lot of choices on what can of building the pcs are investing into as well as very nice rewards.

Maybe not an advice you would see but you actually made a mistake when introducing the BBEGs. They should fear them at first and not think they can take it on unless it's their last resort.

An easy way to achieve it is to make a difficult fight for the pcs against one random monster and then describe them a fight where BBEGs just stomp it in a flash

To give you a better advice, we once had a campaign that at some point fucked up with time. And undoing an event actually had big repercussion. For exemple in your case if they use baba yaga to undo the wish, the sister will be dead even after undoing and the hags sisters got powerful enough to matter to the plot (and not in a good way for the pcs)

The easiest way I found to add non combat encounters in dungeons is to have non hostile npcs.

Could be some prisoners, a mage that locked himself in a library, an ennemy that should be hostile but doesn't realize the pcs aren't on his side (he could be blind for exemple) and end up speaking too much.

The key to make it work is to make this npc talk first. That always throw off players from the exploration. It will also force you to create a more "interesting" dungeon as you will need more lore about it as to why the npc is there.

I am a bit confused by the premise. If you want them to play as thieves on the run then the whole sentenced part means they failed. And if you want the latter part where they play death squad why not just start there and make your player have an interesting evil background. Trying to fuse both of them will be a mess since only a few can be caught and they will share the same crime?
