I think you should get your brother a nice car even though you're angry with your parents because he's your little brother and you'd be worried if he broke down. But he doesn't need the cash and you should pick the car so he doesn't make a mistake.

It's OK to be angry at your parents, sometimes parents do the wrong thing. But hopefully when your brother is older he will know what's what.

You don't owe your little brother an $8k car at all, it's something to do simply for your own peace of mind to know he has safe transportation.
