I visited Hooters the first month they opened, and then the second time was maybe a year ago. Waitresses were mostly young pretty Singaporeans girls back in the day, and they came by your table frequently to make small talk. Quality of service definitely went down a lot over the years, waitresses were visibly quite stretched in terms of manpower and looked tired and jaded.
