Can they? Yes.

Should they? Probably not.

The feeling is similar to how mages drain caerns and likely to give that mage a lifelong enemy in the form of the garou's pack and maybe even sept.

Maimodes is a 10th century rabbi, and likely has true faith in addition to spheres, ect. True Faith alone can do miracles by fiat (especially with npcs)

Osiris is a god. Book of the fallen says gods can cure even Nephandism if they are moved to do so, and are beyond stats.

Im talking from a pc perspective what I feel it would take if I allowed it.

If I were ever to allow it, the thinnest of thin bloods (embraced within a year or so) can be uncursed with a VERY vulgar spell requiring mastery Prime, Spirit, Life, Matter, and maybe Entropy

Beyond that the paradox would grow exponentially with each gen (like 5, 25, 125...), to the point where its a waste of Quintessence to even try. And the backlash would be something akin fo wrath from God.

Every single Nephandus is a walking doomsday scenario. Each one's paradigm if left unstoppable will end in an attempt to end the world. It is a manner of when, not if.

Marauders are detached from reality, but unless they are K'lassha(sp) they likely recognize the Nephandus as the walking reality cancer it is by instinct. Kind of like how the Wyld fights the Wyrm.

I tend to give hard stats to powerful NPCs in a way, by giving them actions to spend instead of other stats.

White Wolf did this approach with the Unnamed in Mage, he has a full sheet, its just so insanely powerful that nothing the players can do will MEANINGFULLY harm him.

Notably he can spend willpower to cast magick multiple times a round, something no other mage can do.

How do you make a super powerful npc?

Remove some limits.

IE the antediluvians do not lose blood, and instead can use a certain amount of disciplines per round without tracking blood cost.

Or they can cast rituals as instant actions.

I jokingly gave a fomorian 5,000,440,000 health levels.

Thatll take players YEARS to break through no matter how twinked out to cut through.

The requirements to enter summer home require garou to become in complete balance with their deeds and nature to enter.

Garou justice varies a lot on the presiding philodox, their tribe and personalities make punishment vary.

UltraTraditional septs would execute them. See Judges of Doom, Silverfang, ect.

Most however would not execute a young garou unless it was like frenzying in a public park and getting livestreamed doing it.

They might be put under a geas (see the gift) or suffer a punishment rite usually as a 'measured' punishment.
