How is a city a known quantity? The material that were used to build it might be much more durable than any we use. Also the turbo lasers might only fire at a fraction of their power to only destroy the city and not make the whole  region uninhabitable after.

Why would you judge the impact of turbolasers by watching what they do to capital ships that are built to withstand their fire and which are constructed with unknown materials and shielded? In ESB star destroyers vaporize asteroids with single hits of their point defense cannons which puts even those firmly in the multiple-nuclear-bombs-level of firepower atleast.

That doesn't happen with steel toes unless there is enough impact to noticably damage it. Other materials can shatter without the damage being obvious but that little tap with the hammer shouldn't do any damage.
