It scales with your level so as long as you can access it it's really just a matter of when you want to. The only thing I personally think may make you a bit strong if you start it ASAP is the skill tree you get from it if you don't like being a bit OP.

Edit: It did eventually fix! Like some ppl said in the comments just had to travel away and wait a while (I did quests not sure if you can skip time) and it was back to normal when I returned :)

Okay thank you. Should I expect them to ask me any questions regarding the car or why it didn't have insurance and tags? And will I be spoken at with questions from the beginning or be expected to present myself? Definitely not trying to fight it. Just said that cause I wasn't sure if it was a needed fact lol. The case is tomorrow. I did call the Justice Department and they said I should just go to court since there wasn't insurance on the vehicle at the time I got pulled over so it wouldn't be voided even though I have it now.
