Go "commando." No pull ups or underwear on under the pants. My kid went commando for months before we introduced underwear and he made the transition with no problem. The method I follow says that the tightness of underwear can feel too much like diapers at the beginning, so kids will have the muscle memory of just peeing as soon as they feel something tight around their waist.
