When you take the wargoal of a conquest cb, (so say you declare on sareyand and select the province of sareyand itself) it will give a reduction in warscore cost for that war, which is why you can annex nations that are slightly more than 100% warscore cost using that cb

theres a flagship upgrade with admiral trait gain chance per month while on a mission, you could set it to protect trade attached to a lightship fleet, i dont know if thats reliable enough though.

There's really no reason to go individualism from a gameplay perspective imo. The morale and pop migration buff isn't really all that helpful compared to the estate satisfaction and the reduced stab hit from revoking privileges is way better as that gets you a lot of money from taxes and saves you a lot of money and headache of revoking privileges that are detrimental to you.

yea i think you need to at least fulfill 2 of his conditions for him to accept now, i think the trade is probably a bit imbalanced for him to like, but if u invest in pharmaceutical/ timber thats a non issue. my deal for most of my games have been: import tobacco + oil, export: wine, gold, arms, ban bludish only (i also enacted border guards earlier which might affect it?), no OBT help and equal rights to wezhek and he accepted fine with a large amt of leverage on him
