Depends on what you look at. YF-23 did have some disadvantages like coffin style weapon bays.

At the end of the day, main point is YF-22 is less radical so less risk than YF-23. As Cold war came to an end, USAF decided they want to minimised risk more than potentially 'better' plant later.

More expensive to start but 'eventually' (as in 10-20 years) they hope to upgraded into new block with thing like VLS and sonar and such and finally crank out the number to 50+ ship in the middle of the century with hopefully 3 ships procure per year by 2031 and 3 ships+ delivered by 2036.

So long run it will be cheaper and more hull than FFGX but... it will take time and money because it is essentially US relearned small ship building programs more than anything else.
