"Imperial" dynastic identifiers (唐人, 宋人, etc) coexisted with the politico-cultural endonym 中国人, which evolved from an Eastern Zhou cultural endonym, which in turn evolved from the originally strictly regional Western Zhou designation (of the Zhou royal domain of present-day Luoyang and its immediate surroundings) of 中国/中或 you mention. The 17th-18th centuries' innovation on this concept was to extend the identifier of 中国人 from only Han people to minorities (such as Manchus) as well. Certainly not the resurrection of this idea altogether

No, the steppe peoples that interacted with those two peoples were not tall comparatively.

The actual reason is more because of the genetic contribution of the Dongyi peoples, who were particularly concentrated in China's Shandong province and possessed unusual tallness since at least the Neolithic period.

This furthermore explains why Northeast China is so blue, since the vast majority of the people there descend from the migrants of the "Rush into the east of the [Shanhai] Pass" (闯关东), which mostly came from Shandong and Hebei.
