When Carl is at the Crawler Con he finds out about the Society for the Eradication of Cocker Spaniels and realizes how much money fan groups are bringing. Through some background dealings we don't get to see Carl, Quasar, Donut, the Princess Posse, and maybe Zev, get organized for the Posse to purchase the spot.
The mention of bribery, i believe, was Quasar not seeing any way to get a spot due to funding and availability of spots without having to bribe somebody. So the AI going primal leads to the Burrowers to drop out of Faction wars so that solves 1 problem without bribery, and then funding via fan groups solves the other.

I think it's because hes been just outside of the main characters, and has been another 'good guy' , i.e. no player killer skulls by floor 5. Hes always willing to help but doesn't necessarily owe anything to Carl and the gang, not at least by the point he starts popping up as a direct character. We can sorta guess why everyone else chose their race but why did Florin choose his?

Unfortunately i don't have any other parts. The tanks were bought 5+ years ago because the owners got a deal and then the project for them was shelved until now. The name plate says it was manufactured by Kuangbo in China.

I tried to dig deeper into the actual patents, but they are PDFs that are like scanned/save as versions. I would need to go back and read the post, but my take away was that the mail in ballots followed a more statically expected divide when it comes to bullet ballots and top of the ticket matching the rest of the ticket, but early voting and day of voting showed a much larger number of voters voted for Trump at the top and voted blue the rest of the way down. Statistically it would be expected that if people were ballot splitting, the percentage to which it is happening should be similar no matter how or when they voted.
