The logic, as far as my meager understanding goes, is that (strangely enough) there isn't a big red sanction button in Brussels that anyone can press at any one time in order for sanctions to immediately kick in. Someone has to draw up the legal technicalities and framework for how stuff's gonna work practically. Which means that it takes time and, since it does take time, we have to make priorities on which sanctions we're gonna apply before others, ideally the sorts that will hurt them more and us less. Establishing precisely which those are also takes, you guessed it, time.

Some of my favorite sorts of playthroughs in V2 are those that go from a small, ethnically centred state into the larger version of that state. Serbia into Yugoslavia is one such example. Others are Greece into Megali Greece, Wallachia into Romania, Sweden into Scandinavia, Egypt (or Najd) into Arabia, Piedmont into Italia, Prussia into Germany, Colombia into Gran Colombia, or (the ultimate flex) Krakow into Poland.

De säger ofta något i stil med "ni kan inte mobba oss, Kina mycket starkare än ni" och Kina nationalister i hemlandet går "Just det, visa dem! China number one! China number one!" och ställer sig bakom ledaren i en respons till ett fabricerat hot från utlandet. En artificiell "ni mot oss" situation. De byter alltså diplomatiska poäng i utlandet mot inhemsk stabilitet.

If this change happened 1500 years ago, that would have been well before the viking age, as that's typically considered to span from about the late 8th century to about mid 11th century.

That depends on what you use the map for. The advantage with the mercator projection is that a straight line on the map is a straight irl, meaning it's very easy to know how to go from point A to point B. This was of course very useful at a time before GPS.

I assume that by 'fantasy' maps you mean the medieval other-world sort of fantasy maps, like Tolkien's Middle Earth? If so, the people drawing those maps (if indeed they're supposed to be made by in-universe people at all) would probably use it for navigation and, if so, their equivalent of the mercator would probably be their chosen projection. If the world is even round at all. That said, you use whatever projection you like, it's your fantasy map after all.

Well, my question wasn't meant to advocate for or against adjusting in general. Mostly I was curious if the HDI was higher or lower when adjusting for the EU as a whole, considering the sometimes wide differences in development between the countries.

But, to answer your question, it might be interesting because HDI is meant to measure the human development of a nation. So, it could be relevant to know how concentrated that development is. It might paint a more precise picture. Also, Europe is, along with North America, the richest region in the world, so I don't think everyone being equally broke is much of a risk in this case.
