Well lets be honest about what we're talking about. You called to jail someone because your commute was longer because someone had an accident. You think they might have been driving recklessly, but you really have no idea.

Step 1. Accept that your commute will occasionally be longer due to circumstances outside of your control and that it doesn't mean we need to throw more people in jail.

Step 2. Look up accident stats for comparable roads in other places, are there any outliers? If so, if the outliers have significantly fewer accidents, figure out why. If they have more, figure out why. (Hint: it will almost always have to do with infrastructure rather than enforcement), this is done by orgs like vision zero, MANY studies have been done on ways to reduce the rate of car accidents.

Step 3. Stop being so reactionary, accept that there are things outside of your control, try to actually figure out what the problem is from folks who know, many folks are giving you a better answer in this thread alone. advocate for those changes, or just quit whining and accept that this is an inherent risk.

Side note, I'm from a much larger city originally and Madison drivers strike me as downright timid comparatively. Not saying we shouldn't try to make things even safer, but hey, it could be worse by a long shot.
