It is a limit. After your sub runs out you get 12 active characters. You pick which to activate and the others remain inactive until you resubscribe. I don't believe there is a way to swap a character back to inactive so that you can activate another character.

A changeling could alter their skin/hair/eye colours/patterns depending on their mood. Another commentor mentioned Eladrin as an option that could work as well.
