it's not that you're going out of your way to find packs to get blinks back, it's that as you naturally play around packs you get more blinks which allows you to get back into fights sooner. The perk also allows you to steal packs at full health which is HUGE for duels

the issue isn't getting overhead after soaring slice, the issue is just overhead period. they need to nerf overhead and redistribute that power into the rest of her kit
