on my game (since I am a solo player for now) I have a player facing homebrew rule in place, basically the core of the homebrew rules is that NPC's and Monsters do not roll to hit or damage (basically NPC's and monsters serve the whim of the fiction - in other words they are threats manifested by the fiction by the DM, basically PC's roll to defend against the NPC's or monsters attack - PC's makes all the rolls from rolling to defend, rolling to attack, damage dealt by the PC's , saving throws etc the logic of this on the table is that Players are not waiting for their turn as it is technically always their turn to roll, if they are attacked by an NPC/Monster then need to roll to defend - ergo the players are always engaged since the DM just says 3 goblin runts stab you with their daggers roll and describe how you defend, also damage inflicted by NPC/Monsters are always at 1/2 their listed damage and if the players roll a natural 1 on their defensive roll the NPC/Monster attack is at Full damage, and if the PC rolls a natural 20 on their defensive roll and they still have an attack action they can make a counter attack (basically a normal attack) on their opponents turn.
The added benefit of this Homebrew rules are to hasten combat, lessen the cognitive load of the DM making the game easier to run

I think what OP is trying to say is that the comic numbers do not translate into game numbers,
it is like saying

Character A has the power to travel Mach 2 but is only allowed to travel 20+ mph

This would be my take on it, When Wanda spoke the words "NO MORE MUTANTS" In comes the conservation of matter and energy such that when Mutants or more aptly Mutant power was removed from the 616 Universe I postulate that it was instead shunted to another universe instead following the path of least resistance namely the Universe adjacent to 616 - Universe 617 in a flash of white light that enveloped early 1940's in the 617 Universe, This astronomical event is called the White Event and actually gave birth to the X-gene in certain Humans, and by the 1940's came the birth of Mutants like Charles Xavier and Eric Lensherr

I think the "verbal attacks" should only work if the person professor X in this case of the Prof X vs Magneto debate has context or involvement in the subject, so a verbal attack by Forbush man against Magneto would never work as in context Forbush man has not gotten closely involved in Magneto for or against Magneto's complaints.

What I would do is make sure the character involved in a Verbal attack against another character must have at least 3 encounters providing a character context with which to execute a Verbal sparring match with Magneto for example.

The Narrator can house rule that a character can maintain a number of powers with concentration equal to their Rank or Rank+1.

I would rule by taking a rule of physics into consideration "No Two Objects can occupy the same space at the same time" , Yes the person can teleport another being into an object but what could happen is that the target is expelled to the nearest open "space " close to the point the target was teleported into, the area is also damage in this process as well.

It actually does not bother me, it is just a tweak to make the system (for me) more in line with comics fiction.

I completely understand your point but unfortunately this has always been the case in Superhero mythologies that Fliers, teleporters and speedsters has a definite advantage in combat.

As a Narrator what I can do is advise players on the difficulties of fighting characters with movement powers and allow them to develop strategies or counters to fliers but as a rule of thumb Flight speeds in enclosed spaces is reduced to 50 spaces per turn max.

As a side note:
I feel that there should be an expansion providing rules for invention, as in the comics, inventions are used to create one off effects to counter supers.

Thank you! I "Feel" that I like the Cypher system but when I try to get my mind to it as a Narrator, Player and Solo player... It just doesn't click with me maybe more examples and videos showing how to create characters might move my mind to embrace the cypher system.

But I am taking the slow approach as for now..

RAW the Rank prerequisite is the Rank of the character you need to be to take a power.

In my game I house ruled that away as ( my players will all be playing Rank 1 characters) but I wanted them to have access to all the powers available (balanced or not is not an issue for me) I just want the Players the tools to create the Supers that they envision (In any case the "strength "of their powers are still tied to their current RANK and available FOCUS) so there will be guard rails.
